Georgia’s energy future deserves more than guesses —
it deserves engineering.

I’m Josh Tolbert, a professional engineer with four engineering degrees, including a Ph.D. in mechanical engineering. I’ve spent more than 15 years working across the power generation industry — from traditional plants to advanced nuclear systems — helping organizations improve reliability, efficiency, and safety.

I’ve served as Chief Technology Officer and Vice President of Engineering for a small modular reactor company, worked directly with nuclear regulators in the U.S. and abroad, and provided expert testimony on complex energy and industrial cases. I’ve also taught engineering here in Georgia, training the next generation of problem solvers.

Today, I lead an engineering consulting firm that supports utilities, insurers, industry, and government agencies on power, safety, and infrastructure matters.

I’m running for the Public Service Commission because Georgia is making long-term energy decisions that will shape reliability and costs for decades. These decisions demand real technical understanding and independent judgment. Georgians deserve a commissioner who can evaluate the details, identify risks, and ensure that decisions are made responsibly.

MY PRIORITIES ARE CLEAR

Protect Ratepayers With Real Technical Oversight

Utility decisions — whether in electricity, natural gas, or telecommunications — must be built on engineering, not assumptions. When cost estimates are inflated or forecasts miss the mark, Georgia families end up paying the price. With deep experience in system reliability, industrial facilities, and power generation technologies, I will scrutinize proposals, challenge unsupported claims, and ensure that every cost passed to ratepayers is justified. I will also support opportunities to improve efficiency and reduce emissions when they strengthen performance and lower long-term costs.

Strengthen Reliability Through Sound Engineering

Reliable service means more than keeping the lights on — it includes dependable natural gas delivery and telecommunications infrastructure that communities and businesses can count on. I’ve worked with coal, gas, combined cycle, renewables, storage, and nuclear systems, and I understand how each contributes to (or challenges) reliability. My focus is ensuring Georgia’s utility systems remain stable as the state grows, industries expand, and new demands — including major data centers — place added pressure on the grid.

Plan Responsibly for Georgia’s Energy & Utility Future

Georgia’s rapid development requires long-term planning grounded in engineering, financial discipline, and fairness to ratepayers. I will support approaches that align risks with those who create them, encourage competitive procurement, and ensure that families and small businesses are not burdened with unnecessary costs. Smart planning also includes adopting cleaner, more efficient technologies when they improve reliability or reduce long-term expenses. This approach protects both ratepayers and the state’s economic strength.

Georgia needs someone who understands how energy systems truly work — and will stand up for the ratepayers who depend on them.

Engineer. Husband. Father. Neighbor.

Although my career has taken me into some of the most technical areas of the energy industry, my life is rooted in my family and community. My wife, Mary, and I are raising our five children here in Cobb County. We understand the challenges families face, from school decisions to rising costs to balancing work and home life.

Eight years ago, we helped start a free tutoring program that continues to serve students in our community, especially those facing language or financial challenges. Seeing these students succeed has been one of my proudest accomplishments.

I bring the same sense of responsibility to public service. The PSC isn’t about politics — it’s about ensuring the people of Georgia have access to reliable, affordable energy. My approach is simple: understand the problem, examine the data, and make decisions grounded in fairness, transparency, and engineering discipline.

Georgia deserves a commissioner who combines real-world expertise with a commitment to the people who depend on our energy system every day. I’m ready to bring that approach to the PSC.
